The government here has ended discrimination against gay people with passage of a new measure declaring discrimination illegal.

According to reports from New York, the vote on the proposal was set for the day after Election Day by Majority Leader Tom Cuite who wanted to stop the bill before it reached the full council where it had more support.

The defeat of the proposed ordinance was a setback for Mayor Ed Koch who had put his prestige on the line for its passage. Koch was the first person to testify in support of the bill at the hearings. He was joined by City Council President Carol Bellamy and the Borough Presidents of Manhattan, the

In addition Betty Santoro of the Coalition for Gay and Lesbian Rights and Nick Bowman of the New York Political Action Council spoke in support of the proposed ordinance as did the local representative of the United Federation of Teachers and other labor leaders.

Koch signed an executive order banning discrimination against homosexuals in city employment as soon as he took office. Political observers believe that gay votes were crucial to Koch in his victory in the Democratic primary on his way to become mayor.
